今回は、13日まで行われていた、第26回国連気候変動枠組み条約締約国会議(COP26)で出された成果文書に関するニュースをご紹介します。当初石炭火力発電の利用に関して、段階的な「廃止」を明記される予定だったのが、段階的な「削減」という表現に変えられたことに注目が集まりました。成果文書は開催地にちなんで「グラスゴー気候合意」と呼ばれています。

「気温1.5度内追求」COP26閉幕、石炭火力は段階的削減
The 26th Conference of the Parties (COP26) to the United Nations Framework Convention on Climate Change closed on the 13th with the adoption of the outcome document known as the "Glasgow Climate Pact". With regard to the use of coal-fired power generation, which was the main focus of the document, the language was watered down from in the original draft, from "phase-out" to "phase down". It clearly states that efforts will be pursued to keep the temperature increase to within 1.5 degrees Celsius above pre-industrial levels.
COP26 opened on October 31 and was scheduled to run until November 12. Negotiations floundered, and the conference was extended by one day in order to continue discussions. On the morning of the 13th, the UK, the chair nation, announced a new draft agreement after consultations with the other nations, and other nations were negotiating based upon it.
